The Base Load Power Hub is an innovative offshore platform at the Hollandse Kust Noord wind farm (18.5km offshore Netherlands) that integrates multiple energy storage technologies: battery systems, hydrogen production via electrolysis, and fuel cell conversion. This unmanned testbed ensures continuous 1MW baseload power supply, balancing renewable energy intermittency through floating solar PV, short-duration BESS, and long-term hydrogen storage.

Project Scope


TECON provided complete structural engineering for the BLPH platform: topside structure (40m × 16m, two deck levels), transition piece, and caisson systems. The scope included in-service design, pre-service analyses (loadout, sea transportation, offshore lifting), and installation engineering.

Topside & Transition Piece

  • Two-deck system (El. +23.310m and +30.310m ToS) with hydrogen vessel support structure
  • Four-arm TP connecting topside to monopile via bolted flange (El. +17.050m)
  • Access systems: CTV ladder and W2W platforms for personnel transfer
  • Secondary steel: walkways, stairs, equipment supports

Caissons & Appurtenances

  • Three caissons (2 seawater lift + 1 brine disposal) on dedicated frame
  • Multi-level supports at El. +14.500m, +7.000m, and 0.000m LAT
  • Floating solar cable hang-off system within monopile

Engineering Approach


Design per ISO 19900/19901/19902 and DNV-ST-0145 standards using LRFD methodology. SACS software for global analysis, ANSYS for critical joint validation. Load cases include in-service (operating + 100-year extreme), pre-service (loadout, 30-day sea transport, lifting), and accidental scenarios (ship impact, dropped objects, blast).

Key Design Parameters: 100-year wind 40.1 m/s, extreme waves Hs=7.6m, 150mm marine growth, ice accretion. Max operating weight 2,400 tonnes, CoG within 1.5m radius of monopile centerline. Materials: S235-S460 grades with Z-properties for critical connections. Transport fatigue analysis across 7 navigation zones from Ravenna to North Sea.
